Replace the Notes.jar file in your Notes program directory (usually in c:\notes) with one that is greater than 2MB. I found that with Notes 6.0.2 and 6.5 that the Notes.jar was under 2MB while with 6.0.1 and with 6.5 MR2 it was over 2MB... replacing with the larger file and restarting made this error go away for me.
